The appraisal review board is charged with scheduling and conducting hearings on property tax appeals. The appraisal review board is intended to be independent of the appraisal district. It is inappropriate for appraisal district staff to schedule, organize or coordinate appraisal review board hearings. However, section 6.43 of the property tax code does provide that the appraisal review board may use the staff of the appraisal office for clerical assistance. However, in many cases it appears that the appraisal review board allows the appraisal district to schedule and supervise the property tax hearing process.
